I need some tips on how to engrave and paint fill this hard plastic walkie-talkie case. The surface is a rough "leather-like" plastic.

You can try paint in a 2 oz squeeze tube w/ Luer top. Use a small needle; .010, .012 or .017.  These items are 1 use, fortunately pieces & parts are very inexpensive.

Are you lasering or mechanical engraving on this? I wonder if paper mask or even proof tape before engraving would then give you some protection for painting? Then use paint markers?

Rotary (IS400). I use green "carpet tape" as a mask when I engrave acrylics. I might try this because I will certainly have yellow paint all over me and the school bus if I don't!!

    Laser tape and spray paint.
You can also rub in gold acrylic paint.
When lasering plastics and filling with acrylic paint (from a tube), I often mask, laser, then sandblast in order to rough up the engraved area in order to help adhesion.

We use shelf paper that we heat slightly so it ticks well to the nooks and crannies - then a light coat of spray paint a few times. Works like a charm.
