    Hi, I've seen these on retail sites but wondering if anyone has any idea as to what supplier wholesales these?

    Those boots are an item from Ralph Lauren.  You could try to open an account under their Ralph Lauren Home trade program.  I'm not sure what their qualifications are these days.  The base you would need to order from Topmost or similar crystal component supplier.
