It looks like NilUSA is what used to be the custom side of Wilton Armetale. Your experience is exactly the same as mine, even when it was a standalone company. Their highest quality production was always out of China. Their lowest quality was out of Mexico, which is where most of their custom work was done. I'm not sure if that is still the case, but it is likely since NilUSA is managed be the former CEO of Wilton Armetale.

We recently got some done from NilUSA as it was the only place we could find.

However, I found the quality to not be as good as when we had gotten some a long time ago from pewterex. They were thick and chunky (not a tapered edge) and it looked like some of the paint fill was smeared and you could see a line on the edges of some of them like they had drawn a circle and cut them out. They really didn't look like what is shown in their photos on their website.
Our customer seemed happy though so I guess that is all that mattered!
I should also mention the turnaround time was months
